How can you be an ISP in Afghanistan?
Afghanistan has a barely functioning and very limited telecommunications sector. The number of telephone lines is very low and the demand is to high, keeping in view the situation Ministry of Communications has decided to bring technology, which should be able to deploy very easily and quick.

Putting forward the requirements of the Afghan people and the Afghan market, Ministry of Communications has selected technologies which are relevant, advanced, sustainable, cost effective and quick to deploy, an infrastructure ready for transfer to new platforms in order to meet the future needs.

As all of the government organizations are working on their development planes, it is difficult to lay cables in such situation. In view of this barrier, MoC has made the selection of wireless technologies in both telecom and internet sector. In order to fulfill the growing demand of the customers for telephones, MoC has selected CDMA WLL technology, which is tested technology, easy to deploy, and is price competitive.

As Internet is an intense need of the day, which has a very positive impact on the information based economies and access to information for the information based communities. As there is limited number of fixed lines available, many ISPs have selected WiFi technologies for the provision of internet services in Afghanistan.

The policy for the ISPs in Afghanistan is very relaxed there is no restriction on the number of the ISPs to operate and get license in Afghanistan. The Telecom Regulatory Board of Ministry of Communications is issuing two type of licenses based on the international connectivity of the ISP.

National ISP:
This is the ISP, which is not allowed to install its own VSAT or to have its own equipment for the international connectivity. They are supposed to buy international link from existing Transit ISP in town.

Transit ISP:
This is the ISP, which is allowed to have its own equipment installed for the international connectivity to the international ISPs

According the geographical operation the licenses is then categorized in to three geographical categories:

National Wide: This ISP can provide their services in all part of the country.

Zonal: This ISP can provide their services in one of the 6 zones of the country.

Local: This ISP can provide their services in one province of the country.
