GIPI-Afghanistan

Promoting Internet Policy and Regulatory Reform in Afghanistan:

Overview:

The aim of this project is to work with government and non-governmental Tele-Communication and Internet stakeholders to provide Internet and other ITC facilities in the under served Afghanistan. To develop policies for implementation by the Government, conducive to betterment of women and minorities, in the cities and the remote and rural areas of the country creating International Chapters of Afghanistan and local watchdog bodies. Persuade Government and Non-governmental organization to launch and maintain an education drive for the people to take advantage of the Internet in improving Socio-economic conditions and to elucidate and build public opinion in support of providing Internet free and liberal.



Objectives
  • To maintain close liaison with the Ministry of Communications to know and thwart any fresh restrictive policy even before it moves up to the legislative assemblies, ensure least taxation and levies on this still undeveloped industry in Afghanistan.
  • To assist the Government Commissions in formulating helpful policies for Liberalization of the Telecommunication and its spread in the country.
  • Work closely with various Government agencies and create Provincial IT Boards, responsible to make the Government procedures and operations computer and Internet worthy through International cooperation and in light of the experience gained by the developed countries.
  • This project intends to improve the mutual understanding of European and Asian IT&C regulatory and legislative organization structures, their capabilities and shortcomings. Encourage National and Provincial authorities to make their activities and operations Internet bound to achieve Transparency and peoples’ participation.
  • Encourage the government to use Internet as a vehicle of progress in Poverty Alleviation drive being launched by the help of Asian Development Bank and World Bank provided Loans and Grants. This can be achieved by providing Internet connections to remote area Community centers and seeking participation of those who are being helped.
  • In this project of poverty alleviation, the Government will need extensively to use the Graphic, the Pictorial and the Multimedia, the European expertise in this field will be able to make the project a real success.
