GIPI-Afghanistan

Promoting Internet Policy and Regulatory Reform in Afghanistan:

Justification:

The Project will improve Afghan experts, stakeholders and decision makers understanding of EU IT&C policies. The introduction of legislative policy concepts and experiences from EU countries will have direct impact on the Afghan policy development, allowing them to reflect on various approaches and impacts to draft policies that both meet growing international standards and suit local conditions.

The project will improve co-operation between Asia and Europe in the identification and implementation of information-technology solutions through adoption of compatible regulatory approaches and IT&C standards particularly through IT&C initiatives in the partner country in the field of education, society, and electronic commerce. These Areas of Activity are particularly relevant to the Asian societies and will increase the integration of the concerned countries/territories into the global information society.

The specific objectives met by this project are:

  • To increase mutual understanding of the complexity of transferring European information and communications technology to Asia.
  • Thus improving technology cross-flow and the quality of Europe-Asia partnerships.
  • To link the two continents in the search for and specification of IT solutions, and stimulate and facilitate Asia's contribution to their implementation.
  • To increase the European information technology and communications (IT&C) presence in Asia, and stimulate adoption of regulatory approaches and standards which are compatible with European ones
The project will improve the mutual understanding of European and Asian IT&C regulatory and legislative organization structures, their capabilities and shortcomings, and the identification and definition of improvements that could be realized through the use of IT&C to achieve this goal.

Specifically, it will facilitate participants understanding of the IT&C policy in Afghanistan, of the evolution and trends of IT&C policy, of who are the decision makers, of what legislative hurdles face organizations wishing to enter the market, and of who influences decisions. The Project will conduct a series of round tables, workshops, seminars, and conferences to study, discuss, disseminate and enhance, improve and increase the co-operation between Europe and Asia in the field of legislation related to the IT&C sector. The Project will also involve the development of tools to better enable this understanding through the establishing of coalitions and task forces. Broad distribution of information on Internet policy via local TV and radio stations throughout the target country will be an important tool for reaching out to a wider public.

Furthermore, a highly educated, flexible workforce is one of the key assets of a society and will contribute to its competitiveness in the global knowledge economy. Jobs will depend in future heavily on information and communication technology. Therefore, it is necessary to modernize education and to equip a new 'net generation', who will represent the transformation of the workforce, with all the skills to participate in a digital knowledge-based society.
