| The project will improve the
mutual understanding of European and Asian IT&C regulatory
and legislative organization structures, their capabilities
and shortcomings, and the identification and definition of improvements
that could be realized through the use of IT&C to achieve
this goal.
Specifically, it will facilitate participants understanding
of the IT&C policy in Afghanistan, of the evolution and
trends of IT&C policy, of who are the decision makers,
of what legislative hurdles face organizations wishing to
enter the market, and of who influences decisions. The Project
will conduct a series of round tables, workshops, seminars,
and conferences to study, discuss, disseminate and enhance,
improve and increase the co-operation between Europe and Asia
in the field of legislation related to the IT&C sector.
The Project will also involve the development of tools to
better enable this understanding through the establishing
of coalitions and task forces. Broad distribution of information
on Internet policy via local TV and radio stations throughout
the target country will be an important tool for reaching
out to a wider public.
Furthermore, a highly educated, flexible workforce is one
of the key assets of a society and will contribute to its
competitiveness in the global knowledge economy. Jobs will
depend in future heavily on information and communication
technology. Therefore, it is necessary to modernize education
and to equip a new 'net generation', who will represent the
transformation of the workforce, with all the skills to participate
in a digital knowledge-based society.
