ICT and Public Sector:

The development of modern welfare states during the 20th century has led into a significant growth of the public sector in all advanced industrial societies. Nowadays about 30-50 % of the gross domestic product is used by the government, the public sector takes care of several vitally important functions in modern societies - ranging from national defense to the maintenance of kindergartens -, and the public sector employs about 10-30 % of the whole economically active labor force in these societies. Firms cannot manage their everyday business affairs without being in continuous contact with different kinds of public authorities, and the same is true for individual citizens who are using many kinds of public services, who are obliged to keep the tax authorities aware about their personal finances and whose incomes in many cases consist mainly of social benefits paid by the state.
If we look at the ICT and the Public sector in the canvas of Afghanistan we see allot of gaps, which needs to be filled by the initiatives from the government and private sector. The biggest challenge Afghanistan is facing is the lake of literate society. The three decade of war and unrest has badly affected the society values in the country, the educational system is totally damaged and what we have at present is the 35 years old curriculum, which is not in position to address the needs of the day.
In order to introduce and in-place an information based society there are basic needs, which are the access networks to the information and then once the access to information is there then we need information to be available on those networks and even if the information is there, some one should be able make use of the information. Here we need either the society to be able to understand and manipulate information available in English language or provide them information in their local languages.
In Afghanistan we have all the above mentioned problems, there are no access networks, no online contents related to the government, private or public sector and if there is some those are in English language, which is of no good use for the Afghan community.
In order to address these issues there are efforts on both sides of the line, the government is working on allot of programs in order to train the community on these new technologies. There are community centers popping up in different parts of the country, where community based computer training and other literacy programs are in progress.
There are huge on going efforts for reducing the digital gap and formulating the grounds for the Information based Society in Afghanistan.
