Government Initiatives:
Government of Afghanistan has very versatile challenges ahead of it, one of the challenges is building the capacity of the administration machinery of the country, which is the most vital. The lack of trained and up to date human resource is affecting all sectors of the development in the country. Most of the government offices are having certain programs undergoing, in which they are targeting the individuals in the offices who needs to be trained and equipped with new methodologies of the administration and management and computer knowledge.
The Civil Service Commission:
has planned to implement the E-Administration project in the government offices where civil servants will be trained to use the system this system will be then expanded on to the district level.
Ministry of Communications has put 10 years target:
1 To give access to internet up to village level for villages with population >2000.
2 To establish at least one ICT Training center which will provide both hardware and software training per village with population >2000.
3 To establish at least one Community Technology Center with internet facility in a village with population >2000.
4 To establish software development centers at least 2 per provincial capital and one per district with objective of having software export worth $5million from government owned software houses and 20 million $ from private software houses.
5 To establish hardware maintenance centers at least 4 per provincial capital and 2 per district.
6 To establish at least one manufacturing facility for Computer Hardware devices and components with objective of having hardware export worth $3million from government owned facilities and $12 million from private facilities in each provincial capital.
7 To proliferate the utilization of application software to an extent of achieving almost paperless office up to district level and also to develop MIS and FMIS for all the departments of government offices through out Afghanistan.
8 To provide major hosts servers with on line facilities for E-Governance in the fields of E-Education, E-Health, E-Commerce and other E-Services
9 To develop all the necessary men power for the IT hardware and software industry in the country.

These initiatives from the MoC side will contribute allot to bridge the digital gaps in the country and as well with other countries in the region.

MoC is working on the rehabilitation of the Telecom Training center; the center is named ICT Institute. This center will have two departments where students will be graduated with bachelor degree in Telecom Engineering and Computer Sciences. This institute will address the lack of human resource in both fields.

In order to make grounds for the development of local contents Ministry of Communications started a project with UNDP last year. The aim of the project was to develop the UNICODE for Pashto and Dari which was completed and now MoC, ACSA and a group of linguists are going to work with Microsoft to work on the Language Interface Pack for the MS Windows and Ms Office. The team will then continue on to work on the terminologies of computing and ICT with PANL10N project of IDRC. This project will facilitate the local content development in the country, which is an ultimate effort towards reducing the digital gap in the community.
