First Phase:
This phase will focus on voter registration. There are many challenges, few of them being
1. Some of the women voters may not prefer a photo ID
2. Spread out country wide locations.
3. Security and sensitivity of the data
4. Staff Training

During this stage the govt. staff will visit a particular area and register all eligible voters in their homes. They will also temporarily register voters who are absent. These absent voters will be given a temporary card. They will be asked to visit nearby office to register in full. Full registration will include thumb impression as an unique identifier. Voter card may be mailed or hand delivered later on or can be picked up at the designated office.

Women voter can decline to be photographed but they have to provide a thumb impression. Other non eligible members of the family can also be registered for census purpose. This data can later be very valuable for postal department, land record management, Tax department, social services and many more such departments.

This phase will also see the development of “All in One” light hard top bags that will house all the equipments needed for mobile voter registration. Any registration done at the local office needs to be verified by a staff visit to the actual location.

First Phase will end with very specific and focused training for the field staff. It also may be an appropriate idea to create audio visual tools to undertake mass training, using “Train the trainer” approach.
