Concept paper on the use on ICT during the voter registration

September 2004 will bring a new era to Afghanistan. This is a period when central Transitional Government will hold first democratic, free and fair elections. Thus it is of very high importance that there is a perfect machinery geared up to ensure every legitimate voter is identified and registered well in advance.

Also during the actual elections it will be every persons desire to ensure that elections are free and fair. If used cleverly, information technology can be a biggest asset and will play a vital role. A well designed system that identifies each voter and only after verifying their identity allows them to vote electronically. Self locking system that prevents vote rigging will be a blessing. System that also prints a paper vote for any Manuel counting will be of great assistance.

We wish to recommend a state of the art solution that is a right mix of hardware, custom built software and user interface that is extremely secure, friendly and intuitive. This solution will be dual faced allowing English and Pashto/Dari users to work with as much ease. System will be configured to take automatic / Manuel database back ups at predetermined intervals.

The solution includes solutions that can carry proper equipment around for voter registration such as custom designed carry bags. Voter booth equipments that can sustain heavy load.

Overall this system should be able to collect voter information in a secure and highly unique way. This system should also assist in ensuring free and fair elections with ability declare results in minutes if desired.
